Brian Joyner, PE, is a Norfolk, Virginia based coastal engineer at Moffatt & Nichol who focuses on the planning and design of coastal resilience infrastructure projects. He specializes in detailed modeling and analysis of coastal, riverine and urban hydrologic processes, and incorporating that information into both high-level resilience planning and detailed design of infrastructure projects. He participated in developing the USACE’s post-Sandy North Atlantic Coast Comprehensive Study (NACCS), evaluating resilience design alternatives for Maryland and Virginia local focus areas. He has led Moffatt & Nichol’s involvement in Joint Land Use Studies focused on flooding and sea level rise considerations with respect to transportation, access to community assets, and other impacts on Navy installations in Virginia. Since 2020, he has been the PIANC USA representative on PIANC’s Permanent Task Group on Climate Change (PTGCC).
